The mysterious Sacramento State green artifact is most likely a Foucault Pendulum, which is a device that demonstrates the rotation of the Earth.
It is one of the many attractive amenities on the Sacramento State campus, and it is housed in the Ernest E. Tschannen Science Complex lobby.

A Foucault Pendulum consists of a heavy metal ball suspended by a long wire from a fixed point.
The ball is set in motion by giving it a push, and it swings back and forth in a plane.
However, as the Earth rotates, the plane of the pendulum's swing appears to change over time.
This is because the pendulum is actually maintaining its orientation in space, while the Earth moves beneath it.
The change in the plane of the pendulum's swing depends on the latitude of the location where it is installed.
At the poles, the plane of the pendulum's swing rotates once every 24 hours, while at the equator, it does not rotate at all.
At other latitudes, the plane of the pendulum's swing rotates at a rate proportional to the sine of the latitude.

The Foucault Pendulum was invented by French physicist Léon Foucault in 1851, and it was first displayed publicly in the Panthéon in Paris.
Since then, many Foucault Pendulums have been installed in museums, universities, and other public places around the world.
They are not only fascinating scientific instruments, but also artistic and educational attractions.
The Sacramento State green artifact is one of them, and it is a symbol of the University's commitment to science and discovery.
